Singapore to Submit AP Capital Plan Today


HYDERABAD: A delegation of the Singapore government will be submitting the master plan for the new capital city of Andhra Pradesh, Amaravathi, to Chief Minister N Chandrababu Naidu at the Secretariat here Monday.

Singapore Foreign Affairs Minister K Shanmugam and Ambassador-at-large Gopinath Pillai are expected to lead the delegation, which will submit the Amaravathi blueprint to Naidu. Representatives of Surbana International Consultants and Jurong Consultants, who have prepared the master plan, will be part of the delegation.

Singapore is working in partnership with AP under a Memorandum of Understanding (MoU) signed on December 8, 2014, in preparing the master plan.

According to sources, after the master plan is submitted, the AP government will issue a notification by the end of May, calling for objections. After that, the government would give one month’s time for sending objections, from June 1 to 30. The final notification will be issued in the first week of July. Meanwhile, the Singapore government will submit a separate master plan for “seed capital” (Core Capital), which comprises administrative buildings, between June 19 and 15.

The AP government has decided to perform Bhoomi Puja for Amaravathi on June 6. However, it will start construction of the capital city from October 22 on Dasara Festival, which is considered very auspicious for starting any work.

The AP government is planning to invite Prime Minister Narendra Modi for the stone laying ceremony on Dasara. According to sources, four Singapore-based companies have shown interest in taking part in the construction of the capital city. A majority of the land required for development of the new capital city has been pooled in by the State.

About 33,000 acres of land around Vijayawada and Guntur has thus far been pooled in. However, in about 600 acres where there is resistance, the State is planning to apply the provisions of the Land Acquisition Act very soon.

The State government is also considering taking  another chunk of 12,000 acres from the farmers on the other side of river Krishna for developing tourist spots along the capital city.

In fact, Singapore already handed over phase-1 of the master plan for AP’s new capital region to Chief Minister Chandrababu Naidu a few days ago. The 7,325 km Capital Region Plan is the first of a three-stage master plan for the capital city.
